Este artigo apresenta uma reflexão sobre a função da vigilância socio assistencial enquanto diagnóstico do território, com base nos dados do Censo Suas de 2016 e 2017. Para isso, realiza uma pesquisa documental, norteada pelo método do materialismo histórico. Os resultados demonstram uma retração em alguns serviços socioassistenciais dos Centros de Referência de Assistência Social (Cras), em decorrência do avanço da perspectiva neoliberal no desmonte das políticas sociais

This article presents a reflection on the role of social assistance surveillance as a diagnosis of the territory, based on data from the Suas Census of 2016 and 2017. For this purpose, it conducts a documentary research, guided by the method of historical materialism. The results demonstrate a retraction in some social assistance services of the Cras, the advancement of the neoliberal perspective in the dismantling of social policies

Risco ou vulnerabilidade social / Social vulnerability or risk

Neste artigo abordam-se, em primeiro lugar, as definições de risco e vulnerabilidade, afirmando que ambas só podem ser entendidas quando associadas a diferentes contextos histórico-sociais e a diferentes áreas científicas que as desenvolveram para dar conta de seus objetos. Em segundo lugar, é defendida a ideia de que são conceitos distintos, mas intrinsecamente relacionados, pois, enquanto risco se refere às condições fragilizadas da sociedade tecnológica contemporânea, vulnerabilidade identifica a condição dos indivíduos nessa sociedade. Finalmente, concorda que a sociedade pós-industrial é uma sociedade de risco, principalmente pelos efeitos que a tecnologia e a globalização econômica produziram.

The subject of this article is the concepts of risk and vulnerability. It asserts that they can only be understood when associated with different social and historical contexts and with the different scientific areas that have developed them to deal with their objects. Secondly, it supports the idea that they are distinct concepts, but intrinsically related, because, while risk is related with distressed conditions of contemporary technological society, vulnerability identifies the condition of individuals in that society. Finally it shows that the post-industrial society is a society at risk, mainly by the effects that technology and economic globalization have produced.

A política nacional de habitação e a oferta de moradias / The national housing policy and the offert of residences

O desenvolvimento do presente artigo verifica-se em torno de um problema social: a questão do papel do Estado na oferta de moradias à sociedade. A crise habitacional brasileira tem atingido patamares alarmantes merecendo não apenas respostas referentes à demanda por quantidade de moradias como, principalmente, o repensar de uma situação em que seja possível assegurar uma melhor qualidade de vida e, consequentemente, melhores condições de habitabilidade. Serão considerados neste estudo a forma de intervenção do setor público no processo de provisão de moradia popular, o histórico da atuação do Brasil e sua participação na política habitacional ao longo dos anos, bem como as novas tendências de acesso à moradia, os novos desafios e as diversas alternativas vigentes na atual conjuntura. Na sequência, serão enfatizadas as posições assumidas pelo Estado frente às classes populares procurando situar a problemática num contexto sócio-econômico e histórico, de modo a entender a evolução da política habitacional urbana no Brasil, nas últimas décadas, frente a grande demanda popular em prol de moradia própria digna.

The development of the present article revolves around a social problem: the role of the State in the offert of residence to society. The brazilian housing crisis have been reaching alarming levels deserving not only answers concerning the quantity of demand for housing as, mainly, to rethink a situation in which it is possible to ensure a better quality of life and, therefore, better conditions of living. The following topics will be considered in this study: the public sector way of assistance in the provision of popular housing, the historical role of Brazil and its participation in housing politics over the years, as well as the new trends in access to housing, the new challenges and the various alternatives existing in the present situation. Sequentially, it will be emphasized the positions taken by the State over the popular classes looking into situate the problem in the socio-economic and historical context, in order to understand the evolution of urban housing politics in Brazil in last decades, regarding huge popular demand for housing seeking to own decent housing.
